National Project Officer (NP1), ExB DSC

Background:

NOTE: Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 31 December 2025.

The post is located in the OSCE Mission to BiH’s Department for Security Co-operation (DSC). It is an extra-budgetary (ExB) post within the Project: Building Sustainable Cybersecurity Capacities in BiH. In addition to this post, the Project also comprises another ExB post of Project Assistant (G5). Among other areas of engagement, DSC works to sustainably enhance cybersecurity policies and institutional capacities in BiH, including by supporting the development of a strategic framework and specialized computer emergency response teams (CERTs) for the protection of government/public institutions from cyber threats.

The main purpose of the post is to be responsible for ensuring effective implementation and execution of the Mission’s ExB project: Building Sustainable Cybersecurity Capacities in BiH.

Tasks and Responsibilities:

Under the direct supervision of the National Programme Officer (NP1) and the overall supervision of the Programme Co-ordinator (S3), the successful candidate will be tasked with the following duties:

1. Implementing the Project by co-ordinating and facilitating process delivery; leading needs analysis and formulation of Project outputs and activities, including forecasting budgets; participating in the selection and oversight of consultants, implementing partners and vendors;

2. Preparing and delivering capacity building, facilitation and moderation activities according to agreed plans; providing expertise in the development and implementation of policies, programmes and activities, and supporting the decision making related to Project implementation, including in relation to effective fundraising and resource mobilisation; ensuring due visibility of Project aims and achievements;

3. Drafting/updating and ensuring quality of Project documents, including: progress and evaluation reports and inputs to programme monitoring and reporting, backgrounds and justifications, risk assessments, logical framework matrixes, concept notes, talking points, briefs, etc.; drafting Project revisions;

4. Conducting monitoring and evaluation activities, including monitoring specific aspects of Project implementation, budget and expenditure; identifing risks and problems and proposing actions to be taken to expedite the delivery of inputs;

5. Arranging co-ordination meetings, workshops, training, discussion fora, sessions, briefings, visits, publications and related activities for visitors, missions and counterparts, including the provision of guidance on related administrative matters, in collaboration with designated internal and external partners and stakeholders;

6. Selecting, interpreting, organizing and summarizing background information to describe the overall context and background relevant to the project and/or the ICT/cybersecurity matters, assessing the local, regional or international context for the planning and administration of the Project.

Necessary Qualifications:

  • A first-level university degree in cyber security, information and communication technology (ICT), engineering science, international relations, security studies, or a related field;
  • Minimum two (2) years of professional experience in the area of cyber security or other relevant fields, preferably in an international environment;
  • Demonstrated knowledge of cyber security and ICT security;
  • Prior experience in planning, implementing and evaluating donor-funded projects;
  • Understanding of the political and security context in BiH, as well as effective approaches toachieving aims in such circumstances;
  • Demonstrated gender awareness and sensitivity, and a proven ability to integrate a gender perspective into programming and activities;
  • Professional fluency in English and local languages with excellent communication (both oral and written) skills;
  • Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 3,379.75 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

This position is open to citizens and permanent residents of Bosnia and Herzegovina only.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
