General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • First-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

A first-level university degree in a relevant field

 Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Extensive experience in project management including project design, implementation, reporting and evaluation;
  • Knowledge of the Logical Framework approach for project management;
  • Demonstrated ability to ensure gender integration in project design and implementation;
  • Fluency in written and spoken English;
  • Strong analytical, organizational and planning skills;
  • Ability to prioritize and handle multiple tasks under tight deadlines;
  • Ability to work creatively and independently;
  • Strong interpersonal, motivational and communication skills;
  • Strong drafting and presentation skills;
  • Excellent command of standard office computer applications (including Microsoft Word, Excel, PowerPoint);
  • Ability to operate in a cross-cultural environment requiring flexibility, cultural sensitivity and judgment to local conditions and communities;
  • Ability to work independently and as a team player.

 Desirable:

  • Experience in negotiation and mediation;
  • Experience in working with community-based institutions and capacity-building programmes;
  • Ability to operate ORACLE and Project Management software;
  • Experience with budget management;
  • Previous experience in field missions;
  • Previous experience with human rights projects.

 

Tasks and Responsibilities

Under the direct supervision of the Deputy Director of the Human Rights and Communities Department (HRCD) and the overall guidance of the Director of the HRCD, the successful candidate will be tasked with the following duties:
  1. Acting as the focal point for project managers within the HRCD to assess project proposals prepared by the Department’s Sections on programmatic content, coherence and consistency to the HRCD Programme and advising the Directors accordingly;
  2. Ensuring effectiveness and coordination in the planning, development and evaluation of the projects of the programmatic sections of the HRCD, and will propose corrective actions to the project managers and to the Directors, as needed;
  3. Working closely with the Department’s Gender Unit and sections to integrate principles of gender equality and ensure gender mainstreaming within all HRCD projects;
  4. Acting as focal point for the Office of Central Co-ordination (OCC) in the Mission and ensuring effective operational management of projects through productive co-operation with the OCC and relevant Offices/Units within the Mission;
  5. In co-operation with OCC, liaising with the project focal points from the Mission’s other Departments during the planning, development and implementation phases to ensure coordination and complementarity of projects and activities;
  6. Facilitating project development, for unforeseen project initiatives, as required and deemed necessary, on an ad-hoc basis for the HRCD Programme;
  7. Supporting the Department’s sections and the Regional Center Directors  in analysing trends and needs deriving from reports produced by the HRCD in order to identify possible project initiatives or avenues of advocacy;
  8. Overseeing the implementation of planned projects within the HRCD and informing the Regional Center Directors  accordingly on programmatic changes and project amendments if required;
  9. Acting – in co-operation with OCC – as a focal point for technical training needs assessments of the Department;
  10. Preparing materials on project review/briefings for the Senior Management of the HRCD;
  11. Ensuring that project managers are aware of reporting requirements, deadlines and coach project managers on how to prepare qualitative reports and evaluations within the Department;
  12. Representing the HRCD at internal Mission meetings of relevance to project managers;
  13. Performs other duties as assigned by the Director of HRCD.
