Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a seven-year USAID-funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity strengthening assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Monitoring & Evaluation Manager to provide overall leadership to project monitoring and evaluation activities, and to ensure that results are communicated in a way that is compelling and effectively demonstrates the achievements for an upcoming USAID family planning program in Jordan.

 

The MCGL Jordan program will provide support to the USAID/Jordan-funded Government to Government Partnership for Health in Family Planning (PHFP) program, led by the Ministry of Health (MOH), with aims to promote and provide quality family planning services to the population of Jordan. The MEL Manager will report to the Capacity Building Advisor for Data Systems in supporting the MOH with FP Data and M&E systems. In addition to being accountable for systems to support MCGL’s PMP and reporting to USAID, the MEL Manager will also be engaged in working with the PHFP project team to facilitate systems and activities to improve their reporting to USAID, in coordination with the Capacity Building Advisor for Data Systems.

Responsibilities

  • Support the Chief of Party in the development of country program MERL strategies, frameworks, plans and indicators to capture project performance and results and in support of MCGL and donor M&E systems, consistent with MCGL’s global Performance Monitoring Plan and indicators (PMP).
  • Work closely with technical and program staff in Jordan to ensure accurate, timely and appropriate collection and analysis of data.
  • Support program implementation and informed decision making with data analysis and presentation of results at regular meetings with program and technical staff and by making data readily accessible to program and technical staff.
  • Support MCGL’s engagement with the Ministry of Health/PHFP program, including participating in meetings and scoping to understand MOH/PHFP MERL capacity, needs, and systems.
  • Develop a plan for joint PHFP and MCGL Collaborative Learning and Adaptation (CLA) to ensure regular “pause and reflection” and adaptation of PHFP and MCGL plans based on learning and evidence, drawing on the global MCGL CLA toolkit and adaptive management guidance and consulting as needed with the global MCGL MERL team.
  • Develop MERL capacity of counterparts at the PHFP program, which may include leading training sessions, providing links to online training resources, organizing and leading reviews of data, supporting development of strategies, etc.
  • Collaborate with program and technical staff on effective and compelling documentation of project results, successes, success stories, challenges and lessons learned—in forms that are appealing and appropriate for a range of key stakeholders.
  • Coordinate and/or represent the project team in professional circles through meetings, conferences, and presentations.
  • Develop systems and procedures for assuring data quality for the project and, as appropriate, conduct on-site monitoring visits to project supported sites and submit monitoring reports.
  • As requested, participate in meetings with donor(s), make presentations and take the lead representing MCGL and Jhpiego as and when required.

Required Qualifications

  • Master’s in Public Health/epidemiology or related social science field with bachelor’s in health-related field
  • Minimum 5 years’ related MEL experience
  • Prior experience working on projects with international donors desired, and USAID in particular preferred
  • Experience working closely with MOH or good understanding of the Jordanian Health information system preferred
  • Familiarity with Demographic and Health Surveys (DHS) methods and data, survey tools, and interpretation of results
  • A firm command of MERL issues:
    • 5+ years of applied skills in designing and implementing data collection and program evaluation activities and special studies
    • Ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
    • Experience in DHIS2 with basic or advanced course certification preferred
    • Proficiency in using standard office software packages, such as Excel, Microsoft Word, Power Bi
  • Experience in monitoring or evaluating family planning projects or activities
  • Outstanding written and verbal communication skills are essential; strong presentation skills are an added advantage
  • Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches
  • Technical and experiential knowledge of the range of applied research and/or monitoring and evaluation techniques, including the relationship of information systems to program, field, and global initiatives
  • Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
  • Ability to travel within Jordan up to 40% of time
  • Demonstrated excellence in oral and written Arabic and English languages
  • Ability to work independently and to exercise independent judgment
  • Demonstrated ability to exercise confidentiality and professionalism
