Background:

The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counterterrorism and border management projects to disaster risk reduction, good governance, trafficking in human beings and gender equality. The purpose of the OSCE Border Management Staff College, hereinafter referred to as the OSCE BMSC, is to enhance the knowledge of present and prospective senior managers of the border security and management agencies of the OSCE participating States and Partners for Co-operation and to promote greater cooperation and exchange of information among them. It is designed to provide a single point of knowledge delivery, a research and development capacity, outreach activities as well as access to the latest thinking, methodologies, techniques and technology regarding border security and management, within the framework of the OSCE Border Security and Management Concept.


Tasks and Responsibilities:

Under the overall supervision of the National Project Officer, the successful candidate will be tasked with the following duties:

Administrative

  • Assisting in compiling programmatic reports;
  • Preparing all relevant administrative documents (ToRs for Experts, Interpreters, Procurement and their evaluation forms);
  • Drafting/responding to official correspondence on programmatic matters on request from the supervisor (also involves translation);
  • Assisting in establishing and maintaining contacts with the OSCE Delegations, government offices, international organizations, local authorities, and research institutions that are relevant for the implementation of project activities;
  • Maintaining a database relevant to the project, including project information, background information, partner and other relevant interlocutors information;
  • Drafting official letters of BMSC for OSCE Delegations and Tajikistan Authorities;
  • Collecting documents and data related to project planning and implementation status.

Project

  • Providing assistance to the BMSC National Training Officer, and/or BMSC senior management upon request;
  • Arranging and organizing BMSC related events, inter alia, Staff Courses, as well as complementary events and activities;
  • Assisting in arranging and the selection process for BSMSL and Staff Course applicants;
  • Conducting daily evaluations during Staff Courses; 
  • Compiling draft of the Evaluation Report for the Staff Course;
  • Assisting in preparation of training sessions in the College;
  • Facilitating small groups of participants during the group works;
  • Assisting other BMSC staff on project-related issues (design, performance, evaluation and reporting,) throughout the entire project cycle;
  • Assisting the supervisor and Education Officer in preparation of the Staff Course Outline;
  • Assisting in evaluation of the nominees for the BMSC events;
  • Acting as main focal point from BMSC with the candidates of Staff Course and some hosted events;
  • Registering all candidates of Staff Course and hosted events;
  • Supporting in identifying and selection of subject matters experts for BSMC events;
  • Acting as main focal point from BMSC with the experts of Staff Course;
  • Compiling and consolidating the training materials sent by the experts for the Staff Course;
  • Organizing and facilitating the implementation of border field studies, cultural tours and other visits of BMSC events;
  • Undertaking pre-post course tests of Staff Courses;
  • Providing event management support (taking pictures, preparing certificates, appreciation letters, setting up the classroom, uploading materials etc.);
  • Facilitating the experts in the use of equipment and providing other assistance needed for the experts and participants during the Staff Courses and other activities in the Conference Hall;
  • Keeping a log of the participants’ files and performances during the courses;
  • Providing all necessary information to the Security Unit to ensure the access is provided to the experts / participants and the other BMSC visitors;
  • Ensuring that standard briefing materials, name signs/tags and, as appropriate, D/BMSC welcome brochure, BMSC fact sheets, etc. are available in the briefing room, and distributed at the table when required (actively checking what is required in connection with visits);
  • Printing, copies and samples customized briefing materials;
  • Preparing table names and badges, certificates for participants of Staff Courses, and other events and activities;
  • Compiling all the information (photos, material, contacts) on the flesh drive for the participants and experts;
  • Performing other related tasks as assigned.  

Please note that this is an extra-budgetary post and initial appointment will be until 31.12.2024.  Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:

  • Secondary education supplemented by formal training in office administration or project management;
  • A minimum of six years of experience in program/project planning, management, monitoring and evaluation, and implementation including financial management;
  • Excellent written and spoken communication skills in English, Russian and Tajik languages;
  • Computer literate with practical experience in windows and Microsoft software applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,062.33 EUR. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
