Overview

The Senior Program Manager will lead strategic planning, implementation, and management of programs and projects within Jhpiego Rwanda Office. The Senior Program Manager will work in close collaboration with the Country Director, Chief of Party, and Project Directors to ensure strong project management from start-up to close out. The Senior Program Manager is responsible for projects work plans, including establishing systems and process to ensure that good adaptive project management practices and tools are being used to stay on scope, schedule, budget, liaising and working with country program officers, finance managers, and partners; communicating with donors. The Senior Program Manager will lead a team of program officers ensuring the effective execution of initiatives aimed at achieving the organization's goals and objectives. The Senior Program Manager position requires a dynamic individual with extensive experience in program management, a deep understanding of international development issues in the health sector, and a proven track record of successful project delivery.

Responsibilities

  • Project Management (30%): Oversee the work planning, implementation, monitoring, and evaluation of programs and projects. Develop detailed project plans, timelines, and budgets to ensure successful execution. Manage project risks and proactively address any issues that may arise. Conduct new Project start-up after action reviews. Conduct close out of projects as needed, and mentor country program officers and track close-outs. Oversee projects close-out according to Jhpiego and donors policies.
  • Strategic Planning and New program Development(10%): Collaborate with senior management to update Country strategy plan and ensure it’s aligned with Jhpiego's mission and vision. Conduct regular assessments of program effectiveness and make recommendations for improvements. Contribute to the proposal writing processes as appropriâtes.
  • Team Leadership (10%): Provide guidance, mentorship, and support to a team of program officers. Foster a collaborative and inclusive work environment conducive to professional growth and development.
  • Capacity Building (10%): Identify training and capacity-building needs within the program team and develop strategies to address them. Provide technical assistance and resources to strengthen the skills and expertise of staff members.
  • Monitoring and Evaluation (10%): Work with M&E department to design and implement robust monitoring and evaluation systems to track program progress, outcomes, and impact. Utilize data and feedback to inform decision-making and improve program effectiveness.
  • Reporting and Communication (30%): Lead regular reports process. Collaborate with Knowledge Management Officer and effectively communicate program achievements, challenges, and lessons learned for internal and external stakeholders.

Required Qualifications

  • Master's degree in international development, public administration, Public Health, Business Administration or a related field.
  • Training in Project Management is preferred.
  • Minimum 7 years’ experience in program management in international development, preferably in the health sector.
  • At least 5 years in management roles.
  • Proven experience successfully managing large complicated public health projects (e.g., multiple partners) by at least 2 different types of donors, including one USG donor, with experience in submitting high-quality reports on time; developing, reviewing and analysing budgets; analysing expenses, variance, accruals and pipelines; project start-up; developing workplans with partners; and project close-out.
  • In-depth knowledge with USAID’s projects, regulations, compliance and reporting
  • Previous experience working in USAID supported countries, with intimate understanding of the local health system and opportunities, and solid relationships with government agencies.
  • Demonstrated experience in project start-up and Close-out.
  • Experience supervising and mentoring staff.
  • Proven experience in proposal writing and successfully dealing with challenging situations (deadlines, competing priorities)
  • Deep understanding of financial management principles.
  • Experience developing strategic plans in cooperation with others who represent a wide range of interests and needs.
  • Strong communication, presentation and training skills: developing communication products (success stories, briefs, PowerPoint presentations)
  • Excellent verbal, written, interpersonal, and presentation skills in English, and knowledge fluency in French language will be an advantage.
  • Computer skills especially the MS Office 365.
  • Ability to travel nationally and internationally
