ABOUT MANAGEMENT SERVICES DIVISION AT WFP

 

The Global Shared Services (GSS) Project Management Officer (PMO) is located in HQ and reports to the Chief of Business Development and Digital Transformation (MSDD) within the Management Services Division (MSD). The position is responsible for leading the definition of the strategy and vision for Global Shared Services within the Management Services function at WFP and leading and coordinating their implementation through project management.  

 

This role requires project management and business and analytic skills, relationships management, client orientation, strategic and operative communications, planning and organizing, budget management, digital transformation savviness, innovation mind-set and change management drive.

 

 

THE ROLE

 

The role is to drive and steer the build and development of internal Global Shared Services globally in Management Services at WFP advising on the objectives and Shared Services Strategy and ensuring that all systems and processes necessary to support their operations and objectives are in place.  

 

The role is to identify opportunities for business growth and partnerships, not only in WFP, encompassing the cultivation of financial support through fundraising endeavours within the private sector. 

 

The role is to ensure the financial sustainability of the GSS by creating financial models together with relevant financial partners and control and report on the deliverables in line with the set target and budgets. 

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

Within delegated authority, the MSD Global Shared Services PMO P3 will be responsible for the following duties: 

 

  • Define the plan for Global Shared Services with a view to create an efficient, effective and sustainable GSS structure for the provision of functional services leveraging market knowledge of leading practices in shared services. 
  • Translate the GSS strategy into the GSS global transformation roadmap of projects and initiatives required to deliver GSS strategy, long and medium terms plans. Initiatives cover all aspects of the GSS operating model (Delivery Model, Service Management, Process, People, Technology, Data). 
  • Identify change and communication requirements based on the implementation of GSS strategy and transformation roadmap. Translate requirements into activities for the GSS Change and Communications team. 
  • Coordinate the financial sustainability of the GSS by creating financial models together with relevant financial partners and monitoring deliverables in line with the set target and budgets. This includes circulars, directives and decision memos relating to establishment of specific financial mechanism in support to GSS.   
  • Oversee GSS budget and financial resources in line with set objectives and timeline, ensuring adherence to guidance and policies, and provide financial analysis and advice to optimize resources. This will include: 
  • Preparation of budget plan and scenarios, 
  • Overall budget monitoring and tracking, including preparation of quarterly budget review and reporting, 
  • Preparation of related documentation (KPIs measurement, Annual Performance Plan, Risk Register), 
  • Identify efficiencies and cost savings to become more efficient and effective and ensure return on investment. 
  • Ensure the financial sustainability of the GSS by identifying opportunities for business growth and partnerships through fundraising endeavours within the private sector. 
  • Support performance improvement and informed decision-making through the provision of reporting and analysis capabilities. 
  • Provide guidance to the unit team as well as performance management to promote teamwork, a client- centric mindset and excellence in service delivery. 
  • As part of the project management role, coordinate the transition from WFP Fleet Centre to UN FLEET, the global shared services led by WFP and UNHCR for leasing of efficient and sustainable light vehicles within UN system. 
  • Other duties as required. 

 

QUALIFICATIONS & KEY REQUIREMENTS

 

Education: 

You have:

  • Advanced University Degree (Master's Degree or equivalent) in Business/Public Administration, Finance, Economics, Management or First University degree with additional years of related work experience and/or training/courses. 

 

Experience:    

You have:

  • At least 5 years or more of postgraduate professional experience relevant to financial analysis and cost recoveries.
  • Proven ability to lead change management initiatives and ensure stakeholder engagement and support.


Language:

You have:

  • Fluency (level C) in English language. 
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is desirable. 

 

MORE ABOUT YOU

 

  • Experience in identifying cost-saving opportunities and efficiencies and strategically optimising resource allocation. 
  • Familiarity with managing cross-functional teams to ensure operational continuity.   
  • Ability to work with senior management and inform decision-making processes. 
  • Experience in coordination and advisory positions. Broader experience is required in performance planning and monitoring, project management, and support with senior-level management.  
  • Experience in fostering strategic partnerships to support the success and expansion of shared service operations. Previous experience in working within the UN system and particularly with the UN Reform governing bodies is a strong asset.

  • Proven interpersonal skills and the ability to foster relationships and influence decision-makers. 
  • Cross-functional knowledge of operations, a problem-solving mindset, information analysis skills, presentation and reporting skills. 
  • Comprehensive skills in business data analysis and setting KPIs for continuous iterative exploration and investigation of past business performances to gain insights to drive business planning. 
  • Ability to critically review and analyse concepts and policies relating to different areas. 
  • Ability to produce clear and concise briefing papers and written materials quickly, including policy documents, briefings and presentations for senior management. 
  • Ability to use Excel and produce budget and financial analysis.  
  • Excellent PowerPoint and illustrative skillset.  
  • Strong time management skills with an ability to plan and anticipate requirements, problems and obstacles and an ability to handle competing priorities successfully and to work to tight deadlines. 
  • Ability to work with multicultural teams of different backgrounds and expertise, to deliver as one toward common operational goals.
