Monitoring, Evaluation & Learning (MEL) Officer (f/m/d), RAI Germany

in Berlin, or remotely within Germany | from July 2024

full-time (40h/week) | initially limited until December 31st 2026

About Us

Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. In 2016, IRC Germany was founded and is involved in the areas of education, economic wellbeing, and safety, legal protection, and empowerment throughout Germany.

IRC Germany is the IRC’s European headquarters, combining a country program implementing integration projects for refugees and other vulnerable populations in Germany, with representational functions of IRC’s global work vis-à-vis the German government and other German and European stakeholders and raising funds for project work worldwide. Established in 2016, IRC Germany now employs a dynamic team of approx. 200 staff across two offices in Bonn and Berlin, and remote across the country.

The Monitoring, Evaluation & Learning (MEL) Officer (f/m/d) will strengthen RAI Germany’s programmatic work by collecting and analyzing data from programs. Within the German programs, the MEL Officer (f/m/d) will support the implementation of a system and routines of data collection, monitoring and analysis. The focus on Monitoring, Evaluation & Learning ensures program quality, effectiveness and responsiveness while being able to adapt flexible and appropriately to changing circumstances. The MEL Officer (f/m/d) will report to the Head of Programs and work closely with the program coordinators, project leads, client & community engagement managers as well as grant management teams.

Major Responsibilities

Monitoring:

  • Provide assistance to program teams in monitoring program progress including the design of appropriate data collection tools that can track progress and inform learning, planning and implementation of data collections, data management and analysis;
  • Collaborate with program staff to ensure that data is collected, compiled, checked for its quality and completeness in compliance with IRC and donors’ standards for data quality and provide training to staff as needed;
  • Engage in the design, method, and conduct of surveys such as baseline and end line,
  • Review data quality and perform data audits as well as promote and assist in the organization of data review meetings;

Evaluation

  • Work with program staff to identify strategic opportunities for external and internal evaluations, case and impact studies;
  • Assist with needs assessments and context analyses as needed.

Learning

  • Undertake regular analysis of monitoring data and work closely with program coordinators and managers to facilitate decision-making for real-time program adaptation.
  • Produce quality reports and update dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings;
  • Identify, document, and share client feedback to improve services and results for our clients.

Other duties may be assigned by supervisor. Depending on programmatic priorities and funding, the focus of the role can shift towards specific projects or sectors.

Your Profile

  • University degree in a relevant field;
  • Practical experience in developing and conducting M&E processes and a sound technical understanding of contemporary M&E principles, methods and approaches;
  • Strong measurement, analytical, systematic-thinking, planning and organizational skills;
  •  Advanced knowledge of Microsoft Office Word, PowerPoint, and Excel;
  • Experience designing and implementing surveys;
  • Demonstrated experience and skills in data/information management and analysis, with experience using databases and software applications,;Reliability, taking initiative, good improvisation skills and teamwork;
  • German language skills at C1-level, English language skills at B2-level according to the Common European Framework of Reference for Languages (CERF);
  • Training and experience in conducting statistical analysis of data, including use of statistical software such as SPSS, or Stata is preferred but not required.
