The Governance Reviews and Partnerships (GRP) Division engages in a range of topic such as Public Governance Reviews , Youth Empowerment, and governance reforms in the Middle East and North Africa (MENA) region.

The Governance Reviews and Partnership Division (GRP) is looking for one or several Junior Policy Analyst(s) to support its work programme under one or more of the following work streams:

  • Public Governance Reviews Unit
  • Youth Empowerment and Intergenerational Justice Unit
  • MENA-OECD Governance Programme.

The OECD Public Governance Reviews Unit supports OECD Member and non Member countries in assessing their public governance system, identifying priority reforms, providing tailored recommendations and sharing experiences and case studies. In particular, OECD’s Public Governance Reviews (PGRs) and Monitors (PGMs) offer a comprehensive 360-degree diagnostic of governance systems to enhance effectiveness, sustainability, and the delivery of public value.

The MENA-OECD Governance Programme  is a strategic partnership between MENA and OECD countries to share knowledge and expertise, with a view of disseminating standards and principles of good governance that support the ongoing process of reform in the MENA region.

The Youth Empowerment and Intergenerational Justice Unit in GRP supports OECD Member and non-member countries in building administrative capacity in line with the principles set out in the OECD Recommendation on Creating Better Opportunities for Young People.

The selected person/s will have a record of academic excellence, a commitment to serving the public interest, and be capable of providing outstanding research and analytical contributions on key public governance topics.

Job Description

Main Responsibilities

Research, Policy Analysis and Drafting

  • Conduct research and analysis to contribute substantively to the work of the Public Governance Reviews (PGR), of the Youth Team and/or of MENA programmes.
  • Provide research and coordination support to support work on the reviews at the regional, national and/or subnational levels and in specific sectors, such us but not limited to the Public Governance Reviews of Ukraine and Jordan, the Public Governance Scan of Kazakhstan or the work and initiatives on other Member and non Member countries, particularly of the MENA region.
  • Contribute to collecting data and evidence for country/regional policy reviews and other documents– in line with OECD frameworks and instruments.
  • Contribute to compiling background information and data for the preparation and follow-up of fact-finding/other missions; drafting of policy documents; briefings and presentations; project proposals; strategic communication with stakeholders.
  • Identify relevant data, indicators and analysis that policy makers can use for benchmarking their strategies, policies and practices..

Co-ordination and Project Management, specifically for VC funded projects

  • Contribute to the drafting project proposals and budgets for projects financed by voluntary contributions.
  • Contribute to the management of VC-funded projects, including managing preparation and delivery of outputs, reporting, ensuring timetables are prepared and managed, and deadlines are kept, identifying/procuring and supervising external consultants, etc.

Liaison, Dissemination and Representation

  • Support and participate in the planning and delivery of meetings, missions, workshops and other peer-driven capacity-building initiatives in OECD Member and partner countries (especially MENA region).
  • Participate in missions to member and partner countries as required, including MENA countries. 
  • Keep abreast of policy issues and general developments in the area of public governance.
  • Keep abreast of policy issues and general developments in the MENA region.
  • Collaborate, within the Organisation, on multi-disciplinary horizontal work.
  • Establish and maintain professional contacts and build networks with officials in national administrations, researchers, CSOs, other international organisations, in OECD and MENA countries, as well as with member country Delegations.

Qualifications

Academic Background

  • An advanced university degree (Master level) in public management/administration, political science, economics, law or other relevant field.

Professional Background

  • Post-university experience in undertaking applied research and analysis, preferably in the area of public governance.
  • At least one year of relevant professional experience. Experience in a national administration or an international organization would be an asset.
  • Good organizational skills, ability to work effectively on the basis of general instructions and with minimum supervision.
  • Excellent interpersonal skills and ability to collaborate effectively with teams.
  • Depending on the work stream selected:
  • Public Governance Reviews Unit: Experience working on public governance and public administration reforms at a national level.
  • Youth Empowerment and Intergenerational Justice Unit: Experience working in the field of youth policy, youth mainstreaming, youth participation or related areas.
  • MENA-OECD Governance Programme: Experience working on public governance reforms in the MENA region.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages, especially Arabic (for positions in the MENA-OECD Governance Programme), would be an asset.

  • Twelve-months fixed term appointment, with the possibility of renewal
