Context

 

At the end of 2023, the ICRC deployed its Institutional Strategy for 2024 – 2027, which provides a contemporary view of its mandate. Digital is an essential component of this strategy with a dedicated specific objective to " enhance operational capacities, support a leaner, more agile and cost-efficient organisational model and increase accountability and transparency.”  As ICRC embarks on a transformational journey to overhaul current processes, use technology to maximise operational efficiency and lead the Institution towards a digitally enabled model, digitalisation shall become a key enabler of these upcoming efforts.

The ICRC grew significantly between 2012 and 2022 in response to humanitarian crises. Still, it is also acknowledged that bureaucracy has increased with symptoms of complexity, including the multiplication of tools and databases, obsolete paper-based processes, and significant compliance requirements. 

 

Purpose

 

Reporting to the Head of Digital Transformation and Data division, the Head of Digitalisation is part of the Leadership Team of the division, together with the Heads of the two other units, which are Global Data & Analytics Office and Humanitarian Platform (Red Safe). 

S/he is accountable for clarifying the primary end-to-end process of the ICRC, optimising other end-to-end processes together with the métiers in charge and delivering simplification, standardisation, and digitisation for the entire Institution. S/he is responsible for the ICRC backbone pillar of the digital strategy that aims to integrate strategic ICRC systems, including ERPs, better. S/he coordinates the governance mechanisms put in place to deliver the digital strategy of the ICRC and oversees specific budget allocation for digital transformation initiatives. 

Accountabilities & responsibilities

 

Process optimization: 

  • Leads the development and implementation of programs and processes linked with the digital transformation balancing quick wins to reduce paper and complexity, and strategic transformations to modernize ICRC operating model.
  • Develops an ICRC digital ecosystem that keeps ICRC main end-to-end process at core while improving User experience for ICRC personas that are Leadership, Staff, Partners, and Affected Populations
  • Measures “as-is” business processes and develops “to-be” in collaboration with key stakeholders aligning drivers of complexity and unmet business and User needs.
  • Develops and tracks metrics to steer the efficiency gains taking inspiration from peers, vendors and internal stakeholders. 
  • Together with his/her team, tests different processes optimization in sandbox environments. Promotes standard industry processes for support functions whenever relevant. 
  • As the Business Owner of the Digital transformation, works closely with T&I and related governing bodies to ensure that all investments done in systems take into consideration further integration across systems for improved data flow. 
  • Defines which workflows are the most important and co-owns the design principles with the métiers and T&I for a future ERP landscape modernization.
  • Works closely with Product lines and Innovation bodies to deliver improvements in an efficient way.
     

 

Program Management: 

  • Identifies risks and related mitigation measures associated with the transformation program and ensures that component projects and other initiatives effectively manage risk.
  • Ensures that professional change management practices are in place and implemented with a particular focus on User training and adoption.
  • Manages the budget and resources for the transformation program and its component projects and initiatives.
  • Monitors, controls and reports on progress and roadmaps to the senior sponsors of the ICRC’s digital transformation.
  • Ensures alignment across the Institution and coordinates efforts with other Strategic Programs teams.
  • Coordinates the governance mechanisms, including the Digital Governing Body and the Control Tower, put in place to deliver the ICRC's digital strategy.

 

Strategy implementation: 

  • Measures and monitors KPIs related to the relevant sections of the Institutional Strategy roadmap.
  • Together with the Head of Digital Transformation and Data, works closely with the Resource Mobilization team (REM) to develop further funding activities for the digital transformation of the ICRC. 

 

Budget management: 

  • Is directly responsible for the budget of his/her unit
  • Allocates funds to other initiatives linked to the digital transformation of the ICRC 
     

People management responsibilities

 

  • Directly supervises a team of Project Managers and Business Analysts in HQ and Shared Services.
  • Builds the team further between HQ and ICRC Shared Services Centers of Belgrade and Manila as the digitalisation program grows further.

Relationships

 

  • Internally, interacts with the Directorate, Heads of divisions, Heads of Units
  • Works closely with internal and external stakeholders, including business process owners, user support teams (field), T&I teams and Innovation.
  • Externally, interacts with consultants as needed; experts in the field of lean, agile and simplification; counterparts in peer International Organizations and NGOs
  • Works closely with external partners and suppliers in charge of systems linked to processes.

General duties

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement

  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Professional experience required

 

  • Typically 15+ years of professional experience 
  • Minimum five years experience in successfully managing large projects or programs with a multidisciplinary team
  • Experience in leading large-scale transformations
  • Good knowledge of standard end-to-end processes such as hire to retire, procure to pay or record to report 
  • Experience in ERP development and deployment from a metier/standpoint
  • Experience in low-tech countries and frugal innovation a plus

Certification/education required

 

  • University degree
  • Change management training (Prosci)
  • Certification in project management, e.g. Safe Agile, Project Management Professional (PMP), PRINCE2
  • Lean experience is an asset. 
  • Training in managing multiple projects and/or programme management certificate, e.g. Managing Successful Programmes (MSP)
  • Fluent command of English and French (English essential).
  • Computer proficiency
