Mission and objectives

MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). SCR 2277 (2016) requests MONUSCO to support efforts of the Government of DRC towards the protection of civilians, through a comprehensive approach involving all components of MONUSCO, including through reduction of the threat posed by Congolese and foreign armed groups and of violence against civilians, including sexual and gender-based violence and violence against children to a level that can be effectively managed by the Congolese justice and security institutions; and to support Stabilization through the establishment of functional, professional, and accountable state institutions, including security and judicial institutions. The project aims at a better understanding of the most serious violations of human rights law and international humanitarian law in DRC and supports the leadership of the Mission through informed policy and decision making on future vetting of security forces through risk assessment and mitigation, joint planning for MONUSCO operations, as well as advocacy efforts.

Task description

Within the terms of the organization’s delegated authority, and under the direct supervision of the Chief Medical Officer (CMO), the UN Volunteer will undertake the following tasks: Clinical Duties: • Undertake day-to-day clinical duties, e.g. walk-in clinic, emergencies, pre-placement and periodic medical examinations, immunizations, etc; Participate in addressing work environment and occupational health issues; • Handle medico-surgical emergencies and refer to respective higher medical facilities as required. • Organize and deliver Cardio-Pulmonary Resuscitation and first aid training to United Nations Organization Stabilization Mission in the DR Congo staff; • Management of the emergency cases as outpatient or inpatient until further action is taken. • Perform CASEVAC/MEDEVAC and specialist consultation as required and follow up patient management, inform FMO/CMO on emergency and non-emergency cases and record them in Earthmed. • Run clinic activities such as preventive medicines, vaccinations, medical related trainings and exercises and record and report the activities to CMO office. • On call for emergencies when and as required; • Shift work as required by CMO ( Chief Medical Officer) Medico Administrative Duties: • Liaise with UN-Military Medical Units in the mission and host-nation medical facilities; • Follow the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations; • Deputize for a more senior Medical Officer during his/her absence. Supervision of the Administrative requirements: • Manage day-to-day mission medical support operations by ensuring availability of supplies and proper functioning of medical equipment; • Ensure that appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and Cardio Pulmonary Resuscitation. General: • Work implies frequent interaction with the following: Staff at large; staff within work unit, Staff Counsellors, Senior Management throughout the organization and Military Physicians; • When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training; • Perform other related duties as may be required.
