Women’s economic empowerment is one of the priority areas of UN Women, as expressed in UN Women’s Strategic Plan 2022-2025 as well as in the targets and indicators of the Sustainable Development Goal (SDG) 5 for gender equality and women’s empowerment and of several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development.  

UN Women in the Asia Pacific is driven by work at the regional level through the Regional Office for Asia and the Pacific and country level through offices across the region. It focuses on the following approaches for women’s economic empowerment, including but not limited to seeking policy reform, supporting economic security and rights, and enhancing economic opportunities. At the Regional Office for Asia and the Pacific, the Women’s Economic Empowerment & Migration unit focuses on the key strategic priorities aligned with the SN ROAP Women’s Economic Empowerment & Migration for 2023-2025:  

  • Advancing Gender-Responsive Business Conduct and Creating More Decent Work Opportunities (WEPs)  
  • Transforming the Care Economy   
  • Accelerating Gender-Responsive Entrepreneurship for (M)SMEs (i.e. Gender-Responsive Procurement, Women’s entrepreneurship etc)  
  • Progressing Safe Migration to Decent Employment   

 

WE RISE Together Programme Background

Building on the framework of Women’s Empowerment Principles (WEPs), UN Women, in partnership with the Department of Foreign Affairs and Trade, Australian Government, in 2022 launched WE RISE Together programme aiming to prioritise WEPs 5 (Implement enterprise development, supply chain and marketing practices that empower women) and create equal market opportunities for women by advancing Supplier Diversity through Gender-Responsive Procurement (SD-GRP) in Thailand and Viet Nam. This programme envisions creating an innovative ecosystem where women can lead business, and equally access and benefit from greater market opportunities in 4 areas:

  1. Stronger ecosystem: Support more public and private organisations to develop and promote policies and practices that advance SD-GRP
  2. Increase capacity of buyers: Public and private buying organisations can better advocate for, promote and implement GRP
  3. More supportive business models and networks: Through resilient and inclusive business models and networking opportunities, women-owned businesses and gender-responsive enterprises have increase capacity to access markets
  4. More equitable market opportunities: Creating platforms for women-owned businesses and gender-responsive enterprises to connect to larger public and private buyers

WE RISE Together Programme focuses on Supplier Diversity through Gender-Responsive Procurement to both existing and other relevant stakeholders – women entrepreneurs, policy and decision makers, and private sector. These will enable them to collaborate, create and implement gender-responsive procurement policies which allow women to equally and fairly access the market.

Duties and Responsibilities

Description of Responsibilities/ Scope of Work

Within the delegated authority and under the supervision of WRT Regional Coordinator and Thailand Programme Manager or his/her designated mandated representative(s), the consultant will: 

 

Programme and Administrative Support

  • Provide programme and administrative support to the programme team in the preparation and regular updating of various programme documents, such as work plans, budgets, and project reports.
  • Coordinate with internal and external participants including administrative support during the meetings – emails, invitation, schedule, list of participants, etc.
  • Provide administrative and logistical support in organizing events, make travel arrangements and travel reimbursement for the programme team, project staff, and official event participants.            
  • Assist in procurement and selection of suppliers (merchandise, including hotels, transport), payment of DSAs for participants in physical events.
  • Support contract issuance and amendment for contract holders and consultants and make a payment, as needed, upon receipt of deliverables.
  • Create requisitions in Quantum and/or Atlas for receipt of goods and services, including making budget check for requisitions, POs and vouchers.
  • Proceed payments for contract holders and consultants, as per contracts and upon receipt of deliverables.

 

Communications and Advocacy Support

  • Draft outreach materials and activities of WRT Thailand in consultation with UN Women’s Women’s Economic Empowerment;s communications POC and UN Women’s communications unit
  • Provide event communications and advocacy support and campaigns e.g. by supporting the organizations of workshops, speaker invitation and coordination of dialogues, press conferences, roundtable discussions, as necessary
  • Draft and design press release, success stories, articles, key messages and other advocacy materials
  • Design and create social media content (infographics, videos, GIFs, social media cards, and other digital media work)
  • Coordinate with UN Women’s communications team in the increase of visibility of WRT Thailand through public website and social media; and
  • Collect and documents good practices, success stories and lessons learned and coordinate with relevant personnel to produce social media content.

Consultant’s Workplace and Official Travel 

This is a home-based consultancy but travel to UN Women ROAP office in Bangkok is required for regular meetings.

Required Skills and Experience

Required qualification

  • Thai nationality

Education:

  • Master’s degree in Business Management, Public Administration, Budget and Finance, Human Resources, Law, Political and Social Science, International Relations or other relevant discipline
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 1 year of relevant administrative or programme/project support experience in international or national organizations/agencies supporting development projects or communications and outreach support
  • Experience on coordination and organization of trainings of trainers, workshops, or other trainings
  • Experience on identification of possible suppliers, canvassing and requesting for quotations, and organizing logistical and financial documentation.
  • Demonstrated track record of producing high quality communication materials e.g. draft meeting content, reporting, storytelling, knowledge management or other relevant document.
  • Experience working with the UN Agencies or other international organizations is an advantage
  • Experience in using ERP system, e.g. Atlas or Quantum is an advantage

Language requirement:

  • Proficient in English and Thai
