Background

Phase 2 Project is built on achievements and lessons learnt from the previous phase (2021-2023), and aims to continue to support the ongoing digitalisation process in Ukraine with the view of strengthening the Government’s capacities to deliver high quality and accessible digital services to vulnerable groups in Ukraine while using digital technologies and solutions to address other complex challenges posed by the war, including ensuring transparency and accountability of the recovery process, critically important for Ukraine’s EU Integration. 

The Project comprises of three outputs (components): 

  • Output 1. Government institutions have strengthened capacity to design and implement inclusive digital transformation policy at national and local level.
  • Output 2. The Government has a digital infrastructure which ensure efficient and effective processes for the civil service and delivery of technically modernized digital public services for vulnerable and war-affected groups.
  • Output 3. Ukrainian women and men have increased their digital skills to fully benefit from digitalization.

 In this context, UNDP is recruiting a Capacity Development and M&E Analyst, who will be responsible for the capacity development initiatives as well as for monitoring and evaluation of the Project. Under the overall guidance and supervision of the Policy Development Officer, the Capacity Development and M&E Analyst will coordinate educational activities for project target audiences and ensure high quality and accuracy of the project implementation according to SOPP. The Capacity Development and M&E Analyst will collaborate with the operations, programme and project staff in the Country Officer (CO) to exchange information and ensure consistent services delivery.

The incumbent will also promote UNDP’s mandate as a gender-responsive organization with zero tolerance for discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.


Duties and Responsibilities

Provide operational support in the conceptualization, development and implementation of the overall capacity development process:
  • Provide support to the implementation of capacity development services (e.g. draft TORs, other process documentation);
  • Ensure quality assessment of the products produced by the project’s external consultants;
  • Ensure coherence and synergies of the project’s capacity-development interventions with other donors’ and Ukrainian institutions’ initiatives in the field;
  • Provide support to local administrations to identify gaps and needs in terms of capacity development, and design capacity enhancement initiatives/develop curricula, with the aim to increase capabilities of civil servants and local government officials in the digitalization area.

 

Elaborate necessary documentation to operationalize and steer programmatic initiatives and activities:

  • Draft analytical documents, such as concept notes, briefs, fundraising considerations;
  • Contribute to research and analysis, draft conclusions and recommendations pertinent to the sphere of digitalization, which spell out mandates and operational procedures for the duty-bearers;
  • Design TORs and supervise the work of sociological contractors and consultants hired to design polling or other relevant instruments; 

 

Support information sharing and knowledge management elements within the capacity development activities conducted:

  • Support the production of online learning / training materials, programmes and tools as envisaged by the project;
  • Coordinate sociological research and analysis, assessment and evaluations on the issues of digitalization, process data, elaborate necessary documentation (concept notes, brief) to operationalize and steer project initiatives and activities;
  • Contribute to development, production and sharing of thematic knowledge products such as manuals, handbooks, video lessons, guidance, brochures, leaflets etc.;
  • Participate in project activities (meetings, round tables, conferences, other public activities); contribute to preparation, implementation and follow-up, take meeting minutes etc.;
  • Ensure mainstreaming of gender equality considerations through all capacity development work, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles;
  • Perform other duties as assigned by supervisor, and UNDP management.

 

Assume responsibility for all monitoring and evaluation activities within the Project, including serving as the focal point for external monitoring and evaluation exercises:

  • Support the continuous monitoring, review and evaluation of project activities and make field visits to conduct qualitative and quantitative checks to obtain feedback;
  • Monitor the impact of the project capacity development activities;
  • Prepare periodic M&E reports capturing qualitative and quantitative aspects, according to the annual work plans and log frame of the Project;
  • Liaise with external monitoring and evaluation teams as envisaged by the project document and implementation plan.
  • Use the principles of gender-responsive monitoring and evaluation in line with the UNDP corporate standard.

 

Lead the collection and use of data:

  • Develop and propose a suitable method for data collection which includes, but is not limited to, surveys, focus groups and qualitative methods aimed at ensuring the participation and representation of the Project’s target groups;
  • Support data collection activities at the field level, identify the needs for data collection and develop TORs when outsourcing of such services is necessary;
  • Support the data entry and processing system. Track performance indicators, and identify implementation patterns, setbacks and successful practices.

 

Contribute to the project report and on-demand pieces related to the thematic progress of the Project:

  • Liaise with the PR / Communications colleagues for producing regular reports as required by the donor or ad-hoc reports and thematic publications;
  • Assist in the preparation of Annual Work Plans through the result-based approach with indicators and targets at output and activity levels;
  • Be responsible for coordinating and compiling on-demand analytical pieces and reports.

Required Skills and Experience


Min. Education requirements   
 
  • Advanced university degree (Master’s degree or equivalent) in political science, public administration, statistics, international relations, social sciences or related discipline is required; 
  • A first-level university degree (Bachelor’s degree) in combination with additional two years of qualifying experience will be given due consideration in lieu of a Master´s degree.

Min. years of relevant work experience    
  •  Relevant work experience in capacity building of public institutions, at the national and/or international level, would be an asset;
  • Alternatively, if in possession of Bachelor’s degree, minimum 2 years of such relevant experience is required.
     

Required skills    

  • Excellent knowledge of MS Office applications. 
  • Knowledge of database management software.

Desired skills in addition to the competencies covered in the Competencies section   
  • Experience in developing and administering monitoring and evaluation (M&E) systems for development projects or public institutions will be an asset;
  • Experience in working with governmental structures, international agencies, and civil society organizations in the domain of digitalization, needs assessment or public policy analysis/research will be an asset;
  • Experience in data collection through qualitative and quantitative methods, specifically via online instruments for gathering and analyzing data will be an asset.
     

Required Language(s)   

  • Fluency in English, the UN language of the duty station, is required.
  • Fluency in Ukrainian is required for local staff.
  • Knowledge of another UN language is desirable.
