Joint Deputy Regional Representative (Programme and Operations) of UNDP, UNFPA, and UNICEF, P-5, Cabo Verde

In Cabo Verde, UNDP, UNFPA and UNICEF work together in one Joint Office, are represented by one Joint Country Representative who is accredited on behalf of the three agencies and have one Common Country Program Document (CCPD). Under the supervision and guidance of the Resident Representative of UNDP, UNFPA and UNICEF, the Deputy Resident Representative covers a broad range of issues from programme formulation to delivery and monitoring of programme and operations of the Joint Office in Cabo Verde, representation of UNDP, UNFPA and UNICEF with the Government of Cabo Verde and in the UN Country Team (UNCT), as well as formulation and delivery of joint programmes and partnerships building. The Deputy Resident Representative supports the Resident Representative in positioning UNDP, UNFPA and UNICEF as strategic partners for sustainable development within the Agenda 2030 framework. The Deputy Resident Representative ensures that the UNDP, UNFPA and UNICEF programme and services are consistent with the national development priorities of the host country government, and supportive of the UN’s development efforts in the country in line with the United Nations Sustainable Development Cooperation Framework (UNSCDF) and CCPD.

How can you make a difference?

The Deputy Resident Representative represents UNDP, UNFPA and UNICEF when requested by the Resident Representative. The Deputy Resident Representative serves as Officer-in-Charge, as needed.

The Deputy Resident Representative is responsible for supervision of Joint Office staff under his/her direct supervision, promotes a work environment in the Joint Office that is conducive to innovation and engagement with a diverse set of stakeholders and ensures cross-unit cooperation, coordination, teamwork, inclusion and the empowerment of staff and of counterparts. The Deputy Resident Representative ensures a client-oriented approach and consistency with UNDP, UNFPA and UNICEF rules and regulations and good management practice. All managerial/leadership functions are performed in line with the established UN and UNDP, UNFPA and UNICEF management norms, rules and regulations, and, as UNDP manages the Joint Office operational platform, in conformity with UNDP’s internal accountability framework for senior managers which emphasizes, inter alia, the highest standards of ethics, integrity and accountability in the personal and professional domains.

Under the supervision and guidance of the Resident Representative, the Deputy Resident Representative is responsible for coordinating and advising on the formulation, delivery and monitoring of the UNDP, UNFPA and UNICEF Common Country Programme.

Under the supervision of the Resident Representative, the Deputy Resident Representative is responsible for: Office management, financial resources management, human resources management, procurement and general administration, ICT, audit, and risk management. 

The Deputy Resident Representative ensures support to common services, and services to other agencies and the Resident Coordinator’s Office (RCO) and ensures UNDP, UNFPA and UNICEF safety and security compliance.

Supervisory/Managerial Responsibilities: Supervise and manage the Joint UNDP, UNFPA and UNICEF Office staff under his/her direct supervision.

The following minimum requirements:

Education:

  • Master's degree in social policy, public policy, politics, economics, development studies, business administration or a related area.

Work Experience:

  • At least 10 years of substantive experience and results in development in a governmental, multilateral or civil society organization in a multi-cultural setting; working with national, regional and international entities. 3 or more years of senior-level management responsibilities of similar size and complexity.
  • Excellent knowledge of Operations functional areas is required.
  • Required to have passed the UNICEF SSRRE, UNDP RR/DRR or UNFPA Representative Assessment.

Language Requirements:

  • Fluency in English is required.

The following desirables:

  • Developing country work experience and/or familiarity with emergency.
  • Language: French and/or a working knowledge of Portuguese is desirable.
