The Program Coordinator is responsible of providing overall coordination and supervision of AAH's programming in Moldova, including regular analysis of progress against operational outputs and monthly budget reviews, thus ensuring corrective actions are taken when necessary. By coordinating with the Project Managers, reviewing management systems and proposing appropriate improvements, she/he contributes to the coordination, standardization and quality of AAH’s programming across projects.

She/he will work under the hierarchical and operational supervision of the Country Director. From the functional point of view, she/he will be supported by the Programme Coordinator for Middle-East, South Caucasus and Moldova based in HQ.

Key activities in your role will include

Objective 1: To provide overall coordination and supervision of AAH's programming in Moldova in accordance to Donors, Sectors, and to AAH’s mandate, guidelines and policies:

  • Supervise, monitor and ensure the planning, implementation and quality of work throughout the program and projects activities in accordance with relevant humanitarian guidelines, policies and national and/or international standards.
  • Ensure the projects abide by AAH mandate, values, and internal rules as well as to local cultural and legal rules.
  • Ensure that all the steps of the projects are agreed with local authorities, partners, and relevant stakeholders (including for Donors’ approval, if needed).
  • Carry out regular monitoring, evaluation, and analysis of progress against operational outputs in coordination with program and technical teams and ensure corrective actions are taken, whenever necessary.
  • Regularly evaluate and report on issues and risks arising from the program and project activities, including security and reputational risks, and contribute, in coordination with relevant departments, to develop and implement mitigation strategies and recommendations for operational improvements.
  • Ensure the proper budget follow-up of projects and carry out regular budget reviews in coordination with program and finance teams and ensure corrective actions are taken, when necessary.
  • Ensure the quality of projects in cooperation with the Project managers and MEAL team.
  • In collaboration with MEAL team, ensure the development of overall Results Frameworks /M&E Plans in all projects.
  • Undertake regular travel to the areas of intervention engaging in on-site program monitoring and overseeing the implementation of activities at field level to ensure and enhance program effectiveness and quality.
  • Ensure that gender/equality, DRR, protection are effectively mainstreamed across all programs.
  • Organize coordination meetings and ensure effective communication – coordination – cooperation between program team and the other departments.
  • Support in the coordination, preparation and management of donor visits.
  • Manage, lead and support the program team to ensure agreed project objectives are met in an efficient and timely manner according to AAH and Donors’ policies and procedures.
  • Maintain overall oversight of administrative, financial, procurement, monitoring and evaluation and management systems of program team to ensure the timely, quality and effective implementation of the program and projects activities.
  • Support and advise the Program team in the implementation of the projects and facilitate the decision-making process.
  • Support and provide direction to the Project Managers in project management and project cycle management to ensure a quality implementation of the projects.
  • Support and provide direction to the Project Managers on the planning, budgets burnt rate, monitoring of the achievement of the activities and deliverables, and any other operational and management issues.
  • Provide support to Project Managers through regular field visits.
  • Ensure the provision of regular feedback at team and field level on key facts and related decision following analysis of program performance.
  • Ensure that program team is timely preparing and submitting project reports (monthly, APR, BFU, reports for Donors, etc.).
  • Ensure that program team is collecting and properly archiving all support documents and sources of verifications.
  • Work with the different Project Managers to ensure that the functions of HR, logistics, finance and administration are supporting the needs of the program through inclusive planning and implementation of activities.
  • Hold overall responsibility for operational compliance with donor and AAH’s guidelines and procedures in coordination with the support department (Log/Admin/HR).

Objective 2: To contribute in identifying, developing and implementing AAH’s country strategy, including relevant participation in identifying new potential interventions and in writing proposals:

  • Contribute to the preparation and implementation of the mission closure plan from the programme perspective.
  • Play a key role in the coordination with local partners, local authorities and line Ministries ensuring the smooth roll-out of the mission closure plan.
  • Develop annual action plan according to mission strategy and conduct regular review of the plan to ensure new strategic orientations are taken into consideration and are implemented by the program team.

Objective 3: Representation and Coordination with relevant stakeholders (SARC, Clusters and Working Groups, Donors, National and Local Authorities, Ministries, etc.);

  • Contribute to maintain institutional and working relationship with Government Ministries, departments, local partners, UN agencies and NGOs Participate, whenever needed, in meetings with relevant stakeholders and sector Clusters and Working Groups.
  • Ensure projects/programs are coordinated with relevant agencies and stakeholders.
  • Support the establishment of terms of agreements and MoUs with partners, Ministries and others (in consultation with CD).
  • Represents the organization towards Donors, partners, authorities and other stakeholders and ensure coordination of field visits (partners, Donors, etc.).
  • Whenever needed, act as a link between the organization and its partners and ensure that partnership tools and mechanisms are in place.

Objective 4: Human Resources Management: oversee the selection, hiring, management and capacity building of the program team under his/her responsibility:

  • Ensure management, supervision and mentoring of staff within the area of responsibility, contributing to their capacity building and career development.
  • Responsible for the well-being of team members under her/his management; conduct regular team building activities; monitor and support stress management, including regular documented team meetings for planning and reporting purposes.
  • Ensure conflict resolution (personal and professional) within team members under her/his responsibility.
  • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.
  • Responsible for the identification of his/her team training needs and contribution to the mission training plan.
  • Ensure team briefing/debriefing and follow up, including security, technical and program briefings for new arrivals.
  • Ensure strict application and respect of the Internal Regulation by staff under her/his line management.
  • Ensure all staff understands, respect and apply the Core Humanitarian Standards, AAH Policy Papers, the Deontology and Plan anti-fraud, etc.
  • Design job adverts and job descriptions of the team under her/his direct line management; lead the recruitment process Support the Project Managers in the design of job adverts and job descriptions of project team; participate in their recruitment process and provide the final validation for the selected candidate.
  • When necessary, define, propose relevant adaptation of the program team organizational chart; and contribute to its implementation (job descriptions, etc.), in collaboration with the CD Gap filling of Project Managers, when necessary.

Objective 5: Reporting, documentation, archiving and capitalization:

  • Provide regular reporting of activities to the line manager upon his/her solicitation (coordination meeting, workshop meeting, etc.).
  • Ensure monthly and annual reports are produced in a timely manner by Project Managers; review and validate them.
  • Ensure and support for the timely production of high-quality donor reports (technical review, validation) and work in close collaboration on their preparation; review and validate them.
  • Guarantee the capitalization and systematization of the innovative experiences, contributing to the technical development of the Mission, and ensure the capitalization and systematization of AAH technical departments’ experiences and lesson learned.

Do you meet the profile required criteria?

  • University Degree in a relevant discipline (e.g., social sciences, economics, international development, or any related field).
  • At least 3 years of professional experience and leadership in management and coordination of humanitarian programs, operations and team, including at country senior management level.
  • Direct experience in implementing emergency and/or early recovery responses (principles, standards and coordination), monitoring and evaluation of projects, and grants management.
  • Solid knowledge and experience of Project Cycle Management and strategic planning - compulsory.
  • Technical knowledge of implementing emergency and early recovery interventions - compulsory.
  • Proven knowledge and experience in proposal and report writing (preferably for WFP, CDCS and DEC).
  • At least 3 years of direct experience in implementing emergency and/or early recovery responses (principles, standards and coordination), monitoring and evaluation of projects, and grants management.
  • At least 2 years of direct experience leading assessments, project design and proposal writing, including budget development.
  • Proven experience in working in emergency setting, involving population displacements (IDP’s, refugees).
  • Experience and/or technical knowledge of AAH sectors of intervention (WASH, Nut & Health, FSL).
  • Knowledge of emergency standards including SPHERE.
  • Effective and efficient implementation of multiple concurrent activities.
  • English (compulsory working language, fluent spoken, read and written).
  • High level of MS office applications (Word/Excel, power point).
  • Position requires regular field visits to project areas (among which Palanca, Stefan Voda and Otaci) and other areas within the country, if needed.

  • Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.
