Job Purpose:

The role’s primary responsibility will be to develop and monitor performance metrics for all Funds managed under the Special & Trust Funds Department as well as fund staff KPIs and report monthly. The position will work closely with Fund Heads to optimize performance based on analysis and evaluation. It also involves comparing intended outcomes with actual outcomes and recommending realignment. In addition, the role will work closely with the Associate Manager in the development, enhancement and approvals of relevant Policies and Procedures for Fund Management. And will assist in the establishment and approval of new funds in line with the Fund Management Framework and guidelines.

Key Accountabilities:

Funds Performance and KPI Monitoring Responsibilities:

  • Development of performance metrics that will improve operational efficiency for Funds.

  • Participate in the development of Operational KPIs program in close coordination with Fund Heads ensuring alignment with Bank and Funds Strategies.

  • Maintain a repository of all performance indicators/metrics relevant to each Fund.

  • Collect and consolidate all indicators for Fund operations and performance of staff through coordination with fund staff and Fund Heads.

  • Participate in the development of a KPI management Platform and dashboard for the Funds in coordination with the supervisor.

  • Keep abreast and collect information on industry trends and analysis on Fund Management and KPI monitoring.

  • Keep track and report on KPIs for Funds in a timely and consistent manner (Monthly) and as needed.

  • Interpret data and analyze results in order to provide key business information and recommendations for improvement in Funds Performance.

  • Participate in the development of a Monitoring and Evaluation Plan and monitoring tools to be implemented in Funds.

  • Monitor and measure the ongoing results for the Funds against objectives and develop a flagging system and recommend corrective actions from deviation.

  • Coordinate with all relevant departments to obtain necessary information on portfolio performance and construct required reports.

  • Compile and publish quantitative and qualitative monitoring results in visually attractive Reports for internal stakeholders.

  • Identify areas of improvements and concerns in operational areas for the Funds and provide appropriate strategies to resolve them.

  • Propose new techniques and technologies to actualize business goals.

  • Regularly monitor overall performance and generate monthly performance reports to management.

  • Introduction and implementation of a Result Based Management systems, processes, tools, and approaches and framework and roll out and integration within all Funds.

  • Supporting the collection and use of evidence to track progress towards results. This includes dissemination and integration of reports, tools, lessons learned and good practices across projects, regions, and portfolios.

New Funds Establishment:

  • Ensuring the Trust Fund Establishment Team are in line with the Fund Management Framework.

  • Assist the establishment Team on the development of New Fund Concept Note and provide guidance and advice.

  • Serve as liaison with all stakeholders in all matters related to fund establishment.

  • Coordinates the submission of all Concept Notes and proposals to establish new Trust Funds.

  • Participate in the preparation of Fund Charters in coordination with relevant stakeholders.

  • In close coordination with Legal Department finalize all Legal Agreements for the Establishment of the Trust Fund.

  • Coordination with Finance to establish all necessary financial arrangement (Bank Accounts, Accounting, etc.).

Policies, Processes & Procedures:

  • Maintain a repository of all IsDB’s polices and procedures relevant to Fund Management and operations.

  • Lead the development/review of the Funds Management Framework and recommend enhancements.

  • Analyze and assess current operations and assist in the formulation/enhancement to polices, procedures and frameworks.

  • Assess effectiveness of current policies and procedures.

  • Interface with management and employees to determine appropriate policy, procedure, and work instruction requirements.

  • Ensure compliance of Funds to current policies and procedures.

Reporting Responsibilities:

  • Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality.

  • Support development and management of systems to aggregate and visualize data, including dashboards.

  • Monitor activities of the Funds and develop a process to report progress made toward delivering expected outcomes.

  • Monthly develop reports on the performance of Funds including operational and financial performance.

  • Monthly develop reports on the performance and KPIs of Funds staff.

Academic and professional qualifications:

  • Bachelor’s degree in Engineering / Economics / Business Administration / International Development Management, or related field.

  • Minimum 8 years of relevant experience.

  • Proven knowledge in Results Based Management.
